This has to be the ultimate twisted neo-con scam - take a term - 'collateral damage' - used by warmongers and conflate it with a term used to provide sensible health provision in almost every other developed nation apart from the US. In present US healthcare, there isn't a much better term than 'collateral damage' apart from the next step - 'intended consequences'.</description>
