And, I recall from history, was Adolf Hitler's technique.  Somewhere, I recall learning that he told his subordinates they could cloak anything in a cover that it was for the benefit of the children, then later expand to to the entire populace of Germany and all its conquered lands.
I wonder if Hilary has read _Mein_Kampf_?</description>
