Budget a back door to 'Clintoncare';
Children's health insurance is similar to coverage pushed by Hillary in '93


The $23.4 billion "Kid Care" health insurance program included in the budget package was to be the "precursor" to universal health care sought by first lady Hillary Rodham Clinton in a secret White House fallback plan prepared in April 1993, according to internal administration documents.

As an option drawn up by the first lady's health care task force, the White House plotted to push a â€˜Kids Firstâ€™ insurance program as the start of a universal health care program if Mrs. Clinton's grander effort failed, as it did.

"This is absolutely their fallback position and it gets them gradually to where they wanted to be all along. The 'Kids First' scheme is a template for what the president signed into law," said attorney Kent Masterson Brown, whose suit to open up the secret 1993 working group's files helped to kill the first lady's drive for universal health care.

"This is the first step toward universal health care. They are creating 'Clintoncare' body part by body part," added Robert M. Goldberg, a health care reform expert for George Washington University Medical School.

Papers from Mrs. Clinton's Health Care Interdepartmental Working Group detailed the plan to phase in the broader universal coverage. One, dated April 9, 1993, said, "Kids First is really a precursor to the new system."

It called for "other populations" to be added in the effort to build universal health care. "Under this approach, health care reform is phased in by population, beginning with children," said the memo provided to The Washington Times.

The new "Kid Care" program, heralded yesterday by President Clinton as "the largest expansion in health care for children since the Medicaid program 32 years ago," is a carbon copy of the working group's plan with one exception - the Clinton plan is paid for by taxes instead of employer contributions as originally envisioned.

The "Kids First" plan first interested the Clintons in the 1992 presidential campaign when they mined the Lyndon Baines Johnson Presidential Library for ideas, according to health care working group documents.

When the fallback plan was written, Mrs. Clinton's aides were confident that the broader universal health care plan would be passed by Congress, but they still worked on the fallback as insurance against failure, said Mr. Brown, who filed suit against the first lady's task force on behalf of the Association of American Physicians and Surgeons.

The group warned Republicans that the plan to cover 3 million uninsured children was a move by the White House to open the door to universal health care, but it was ignored.

The 15-page Kids First plan called for implementation by Jan. 1, 2000.

Under the program, the states would be given broad flexibility to design the plans so that "it can be easily folded into existing/future program structures at the state level."

The plan was to allow states to either create new child health insurance plans or fold the estimated 2 million to 3 million uninsured children up to age 18 into existing Medicaid programs. However, "children's coverage will be federally mandated on states and employers," the memo said.

It was to be financed by employer contributions, government subsidies and family contributions.

An accompanying memo dated March 24, 1993, from health care task force leader Atul Gwande said the third step of "Kids First" was to be the "full scale reform and universal coverage for adults on a date certain in a chosen year."

The plan signed into law yesterday by Mr. Clinton and pushed by the first lady is a duplicate of the 4-year-old health care task force idea, except that it is paid for by a 15-cent tax on cigarettes.

One of the co-authors of the plan, Sen. Edward M. Kennedy, Massachusetts Democrat, credited Mrs. Clinton for her "invaluable help, both in the fashioning and the shaping of the program."

As the Tony Rezko trial begins in Chicago, Clinton and her surrogates are linking Obama to Rezko and the media is speculating about whether Obama will be called to testify as a witness in the case. Obama has always admitted he received $85,000 in contributions from Rezko which Obama has now donated to charity rather than keep.

Yet the civil fraud trial of Bill Clinton for defrauduing Hillaryâ€™s largest donor in 2000 into giving her campaign more than $1.2 million,  pending in Los Angeles courts  since 2003, is now preparing for a November, 2008 trial. The discovery that is now proceeding after a February 21 hearing, and the pending trial, have NEVER been announced by the mainstream media.

Hillary was able to extricate herself as a co-defendant in the case in January, 2008 after years of appeals  to be protected by  the First Amendment  from tort claims arising out of federal campaign solicitations she made. Her abuse of the intent of Californiaâ€™s anti-SLAPP law after the California Supreme Court refused to dismiss her from the case in 2004 is emblematic of her contempt for the Rule of Law.

Hillary will be called as a witness in both discovery and the trial according to the trial court Judge who so-advised Hillaryâ€™s attorney David Kendall when he dismissed Hillary as a co-defendant in 2007. A subpoena is being prepared this month and will be served personally on Hillary, along with Chelsea, Pa Gov. Ed Rendell, Al Gore and other well known political and media figures.

Yet the media has refused to report about this landmark civil fraud case- brought by Hillaryâ€™s biggest 2000 donor to her Senate race, regarding allegations that were corroborated by the Department of Justice in the criminal trial of Hillaryâ€™s finance director David Rosen in May, 2005. That indictment and trial was credited as resulting from the civil suitâ€™s allegations by Peter Paul, the Hollywood dot com millionaire Bill Clinton convinced to donate more than $1.2 million (according to the DOJ prosecutors and the FBI) to Hillaryâ€™s Senate campaign as part of a post White House business deal with Bill.

The media - except for World Net Daily- has also suspiciously refused to report on Hillaryâ€™s last FEC report regarding her 2000 Senate campaign, filed in January 30, 2006. In a secret settlement of an FEC complaint by the plaintiff in Paul v Clinton, Peter Paul, the FEC fined Hillaryâ€™s campaign $35,000 for hiding more than $720,000 in donations from Paul, and it required Hillaryâ€™s campaign to file a 4th amended FEC report.

In that report Hillary and her campaign again hid Paulâ€™s $1.2 million contribution to her campaign and falsely attributed $250,000 as being donated by Paulâ€™s partner, Spider Man creator Stan Lee, who swore in a video taped deposition he never gave Hillary or her campaign any money.

Lee did testify to trading $100,000 checks with Paul to make it appear he gave $100,000 to Hillaryâ€™s campaign (admission of a felony) but none of that has been reported by the â€œoverly criticalâ€? media!

Where is the outrage from Obama that the press is engaging in a double standard relating to his possible role in the Rezko trial and his refunding the $85,000 contributed to his campaign by Rezko- which Obama has always admitted taking. The media makes no mention of Hillaryâ€™s role as a witness in Billâ€™s fraud trial for defrauding Hillaryâ€™s largest donor- and Hillaryâ€™s refusal to refund the $1.2 million she illegally received from Paul, which she has denied taking from Paul ever since the Washington Post asked her about Paul and his felony convictions from the 1970â€™s before her first Senate election in 2000?
