You're confusing disagreeing with GWB for him having "no vision and no plan". The "having a woman at the top" statement is irrational, but quite representative of the screwed up way in which politics are now played. Everyone is so caught up in irrelevant aspects of politicians, such as their gender, race, stupid things that they've said, or what they like to do on weekends that they neglect the most pressing inquiry: Can this person formulate good policy or can they not?
