In this final post, I will explore the remaining 1600 pages of HR 3962. Although these provisions have received less attention (except from the interest groups immediately affected by them), they will in fact work important changes in the American health care system.
HR 3962 will indeed work “important changes.” Section 2531, which the post’s author is shamed (by a commenter) into mentioning, deliberately attempts to make lawsuit abuse easier for ambulance chasers. As Ilya Shapiro points out:
These three pages of the bill reward states that refrain from setting (or repeal) any caps on medical malpractice rewards — and the accompanying lawyers’ fees! – by requiring the Secretary of Health and Human Services to provide them a bribe an ‘incentive payment.’
