WHY THEY CAN’T PASS REFORM BEFORE SEATING BROWN

Many fear that congressional Democrats will try to circumvent the will of Massachusetts voters by passing Obamacare before Scott Brown is officially placed in ”Teddy Kennedy’s” Senate seat.

The good news is that the procedural obstacles to such skulduggery are so high and so numerous that even the Democrats won’t be able  to get around them in the 10 days or so they’ll have after next Tuesday’s election.

The most daunting of these obstacles is the requirement for a CBO score of whatever bill comes out of the ”negotiations.” Even if a “reform” agreement happens today, the CBO will need 1o to 12 days to do its job.

After the CBO scores the bill, then the House and the Senate have all manner of procedural hoops to jump through including a motion for cloture in the Senate, which alone will require 30 hours to get done.

In other words, it will take the Dems nearly a week (after getting the CBO score) to get the final bill ready for a vote.  So, we’re talking at least three weeks to get the health “reform” bill done.

This is why Barney Frank said the suggestion that the Dems would refuse to seat Brown was an insane conspiracy theory. If he wins (still a big if, BTW), they simply can’t stall him long enough to get Obamacare done.

    They can. in theory, but I doubt they would have the stones to do it if Brown wins.

    If Brown wins, it will be clear to the meanest intelligence (i.e. the Dems) that the voters are seriously pissed off.

    The use of reconciliation to thwart the voters yet again would probably cost them Congress, and they know it.
