It is an attempt to discredit the argument by being critical of the source, while ignoring the issue at hand. It is <i>argumentum ad hominem</i>. We see a lot of that from the left, and some from the right (though not nearly as much). I have no source for that assertion, it is my own opinion/observation, and may be anecdotal.
