		<content:encoded><![CDATA[<p>Absolutely right.  Exchanges and the individual mandate are the centerpieces of the Obama health reform law.  And they come straight from Mitt Romneys&#8217; innovations in Massachusetts.  To be fair, they did represent Republican orthodoxy at the time.  Here, for example, is how the Heritage Foundation used to defend the idea of mandating health insurance purchases  against the charge that it was no different from forcing someone to buy a GM car:  &#8220;â€œIf a young man wrecks his Porsche and has not had the foresight to obtain insurance, we may commiserate but society feels no obligation to repair his car. But health care is different. If a man<br />
is struck down by a heart attack in the street, Americans will care for himwhether or<br />
not he has insurance. If we find that he has spent money on other things rather than<br />
insurance, we may be angry but we will not deny him servicesâ€” even if that means<br />
more prudent citizens end up paying the tab.â€?</p>
<p>Without the intellectual support of institutions like Heritage and the policy support of politicians such as Mitt Romney and Oren Hatch, health reform would never have gotten off the ground.</p>
