This has to be the weirdest of ObamaCare’s provisions. The CNN “reporter” calls it a gift for the gun lobby, but it’s about as innocuous as anything in that egregious law.
The only real question is how it got in a health care reform bill. Apparently, it went in to keep the NRA in Harry Reid’s camp during his Senate reelection campaign:
